Greater Equatoria to participate on peace talk behind Machar

By Yoal Manyang

(Juba) The Greater Equatoria Council of Rights (GRECOR), which is an umbrella of various political parties, NGOs, Women, Men, Youth and Children of Equatoria Region, has, declared on Saturday, March 22, 2014 that the current crises are no longer confined to political differences over the issues of leadership within the SPLM as the ruling political party in the Sovereign Republic of South Sudan (SRSS) and will participated in peace talk and rally behind SPLM/A in Opposition.

Col. (Rtd). Prof. Wani Tombe Lako Lokitari Chairman Greater Equatoria Council of Rights (GRECOR) said in press statement that “GRECOR is an integral part and parcel of South Sudan, and the issues identified by the SPLM/A, under the leadership of Dr. Riek Machar are consistent with the comprehensive and detailed aspirations of the peoples of Equatoria Region in particular and the SRSS in general;

“GRECOR does not hesitate to protect the interest of the peoples of the SRSS in general, and the interest of the peoples of Equatoria Region, which can only be realised within the remit of a functional and stable South Sudan; and GRECOR shall participate in the negotiation team of the SPLM/A, under the leadership of Dr. Riek Machar, but with a clear vision for total peace and prosperity in Equatoria Region as the stabiliser of South Sudan as land and peoples” Lako said.

The political and military allegations, by various national, regional and international individuals, groups and organisations that, the said crises in the SRSS are due to political quarrels between the Nuer and Dinka tribes of the SRSS, are unfounded and untenable;

 “It is not true that, the Nuer as a tribe, in the SRSS, are the ultimate threat to the prosperity of the SRSS. The truth is that, lack of prudent leadership and the absence of attainable vision are the threats to the prosperity of the SRSS; The core causes of the current crises in the SRSS and which are also the ultimate threat to the wellbeing of the entire peoples of the SRSS, are entrenched corruption, tribalism, nepotism, exclusion of others, lack of accountability, lack of transparency, misuse and abuse of comprehensive fiduciary duties and lack of meritocracy” Lako said in statement.

He added that the perception inside the SRSS that, current negotiations, being mediated by IGAD, and other international partners, are basically negotiations between the Upper Nile and Bahr el Ghazal Regions, and in total exclusion of Equatoria Region, in the SRSS, is a recipe for future comprehensive instabilities in the SRSS;

 “The Equatoria Region of the SRSS has always been the stabilizer of comprehensive issues of governance in South Sudan since 1956 until 2005, when it has been comprehensively marginalized by the operationalization of the Comprehensive Peace Agreement (CPA) of 2005 to date;  The ubiquitous absence of effective and efficacious participation of Equatoria Region, in the legislative, judicial, political, military, security, economic, financial, moral, and social administration of South Sudan from 2005 to 2013; due to dysfunctional operationalization of the CPA, has fundamentally contributed to the extant symptoms of a failed State in South Sudan” statement read.

 The GRECOR, with the total support of the peoples of Equatoria Region, reject the mobilization of their sons and daughters, into various military and security institutions; in the SRSS, in order to fight against SPLM/A, under the leadership of Dr. Riek Machar;

 The GRECOR, with the total support of the peoples of Equatoria Region; of the SRSS, calls for, and encourages, the mobilisation of all women, youth, and men of Equatoria Region, to work together, with the other peace loving peoples of the other two regions, in the SRSS, for the creation of an stable SRSS, via the instrument of an interim government, with equitable representation of all women and men of the SRSS;

 The GRECOR, in total support of political realism in the SRSS; supports the call for the establishment of an interim government, under the leadership of competent and capable South Sudanese Woman or Man, to steer the SRSS in this interim period, during which, all institutions of governance are reformed for the total interest of all peoples of the SRSS;  The GRECOR supports the call for the establishment of a federal system of governance in the SRSS, based on the former three regions of Equatoria, Upper Nile and Bahr El Ghazal;

The statement further said that the GRECOR calls for efficient application of lustration laws as instruments for building a peaceful SRSS which is at peace with herself and neighbouring countries in the region, and which respects international law for a peaceful regional and international coexistence; The GRECOR calls for genuine engendering of the negotiation process to ascertain a just peace for the interest of all peoples of the SRSS; and The GRECOR warns that, an unstable SRSS is already a threat to the peoples of South Sudan, and will be a threat to the regional and international peace and security, and as such, an all-inclusive and representative settlement in which; all peoples of the SRSS see themselves is a must.

The statement left to doubt whether this body is really represent the whole Equatoria region.

UMNISS deny transporting landmine to Bentiu

By Yoal Manyang

(Juba) The United Nation Mission in South Sudan (UNMISS) force commander has deny the claim that they transported landmine in the truck seized by the government security agent in Lakes state

Major general Delali Johnson Sakyi UNMISS force commander said that Let me also add that the pictures that have been circulating on the Internet, claiming that land mines are among the cargo, are not correct.

“The pictures are showing canisters for masks or respirators. Please take note of this. However, it is very unfortunate that, despite the clear policy of UNMISS, that all ammunition and weapons should not be transported by road due to the security situation, but must go by air, a packing error has resulted in several containers with weapons and ammunition being moved by road” Sakyi said.

He added that As conveyed in a prior press statement, this is a highly regrettable mistake. We have a high level delegation has arrived from New York imminently to undertake investigations with the Government of South Sudan. This will enable the Mission to understand how this unfortunate error could occur, and prevent a repeat of such serious mistakes. As the Force Commander of UNMISS, I hope this process will allow the Mission to proceed with its mandated tasks in coordination with the Government of South Sudan in good faith.

“Let me be clear, the weapons and ammunition found in Rumbek were never intended to serve any other purpose than that of peace and protection of South Sudanese civilians. They were not intended for the use of any other entity than the new Ghanaian contingent, and they were not being transported clandestinely. This is also why we readily agreed to the inspection of the cargo at the checkpoint in Rumbek” UNMISS Commander said.

“In fact, I visited Rumbek where I travelled on a joint mission with the Government to look into this incident. I am very pleased that the mission to Rumbek took place in close collaboration with the South Sudanese authorities, and I hope that subsequent investigations into last week’s incident will clarify the circumstances which have led to this very unfortunate incident” he added.

Commander further said that “As the Force Commander of UNMISS and the most senior Ghanaian officer in South Sudan, I want to confirm that the weapons and ammunition belong to the Ghanaian contingent which is to deploy in Bentiu. The Ghanaian contingent has just arrived in South Sudan as part of the additional troops authorized by the Security Council. It is in South Sudan to help protect civilians, assist with access to civilians who have fled the recent fighting and violence, as well  as to facilitate the delivery of humanitarian assistance”

Chair of Anti-Corruption refute tie with rebel

Image

By Yoal Manyang

(Juba) The Chairperson of South Sudan Anti-Corruption Commission has repudiate any connection with rebel that put him on what was published by Equatoria Sun website as South Sudan Interim Government lead by Dr. Riek Machar and labelled him as Minister of Justice.

Last week one of online website known as THE EQUATORIA SUN has published the list of Interim Cabinet ministers.

Justice/ John Gatwech Lul Chairperson of South Sudan Anti-Corruption Commission told Journalist on Sunday that “with the political situation in the country that has been seen rebels take up arms against the government that I serve, I here set the record straight”

“As a lawyer, I know the consequences of allegations and I am sad to be labeled as a rebel member or so to speak, one affiliated to Riek Machar group. I am not in any way affiliated to any rebel group nor does my name appear in their list with my consultation or consent, I am in active work force of the government that appointed me as the chairperson of Anti-Corruption commission where I still serve, while the rebels claim that I am part of their group, this is baseless and such claim is definitely meant to tarnish my image” said Lul.

He added that “I don’t believe that this document originated from Dr. Riek Machar himself because h could not make nearly all his cabinet from Nuer tribe come from greater Nasir which is eastern Jikany community and only two from Bentiu while one from Lou Nuer of greater Akobo and not from Central Nuer which is greater Fangak”

“I also do not believe that the cabinet of twenty one, Nuer tribe alone will have seven, moreover I have not been in contact with Dr. Riek Machar since he left Juba, I do not need to emphasize that I am very close to H. E.  the president and as such nobody can easily put a wedge between us by creating malicious rumors” justice Gatwech added.

He further said that for my name to feature in such Cabinet, nit might have been the intention of this unrevealed author to cause new frictions within the circles of the government and push others to the side of the rebels and if this author trusts what he posed on the website to be genuine, why doesn’t   he avail his name.

Justice Gatwech added that “this is an imaginary Interim Cabinet prompted by envious feeling. It should not be entertained, it must therefore be considered dismissed and I henceforth re-affirm my allegiance and support to this government headed by H.E. General Salva Kiir Mayardit”

Justice Gatwech Lul is the extreme high-ranking Judge in the country and more educated judge with Ph.D. holder in law with experience of more than 30 years in the same field.

There are no different between Dotkubeny of South Sudan and Jaanjiweed of Sudan in Human Rights Violation.

By Makoy Kuong Thong

Many South Sudanese and Sudanese would agree with me that during the old Sudan before the country was split into two nations in three years ago, there were a lot of conflicts started from 1821 in the time of Anglo-Egyptian period up to the post independence era after the British left the country and handed it over to Sudanese authorities in 1956,the conflict never ceased as the marginalized people struggle to unchained themselves from the York of the oppressors who installed themselves and claimed to owned everything in the country but what many people knew was the either parties in those conflicts hadn’t formed any Para-military  or pro-government militias to defeated the other side militarily however, as the conflict becomes inveterate many Sudanese got surprised in the recent years to hear the name Jaanjiweed in 2003 during the conflict between the government of Sudan and Darfurian rebels that were/are fighting to liberate their people from injustice,marginalization,inequality and underdevelopment from the central government of Sudan like the case of South that fought for fifty years to established their own administration and developed her own vicinity which they have achieved in 2011, when the fighting became apprehensive in Darfur region in 2003 the Sudanese government called for support within and outside the country that apparently given birth to Jaanjiweed which is the organization that compose of many terror groups from Arab countries and added to Popular Defense force(PDF) that have been fighting along the country army with the oppositions therefore, the Jaanjiweed were instructed to commit any carnage because they were hostile and ruthless in nature and also under the jurisdiction to protect the values and the norms of Islam amongst the Muslim community, the Jaanjiweed,s roles in Darfur drawn the attention of the world which led to the indictment of their leaders and some government officials included the President Omar Bashir by the ICC in 2009 in which the Jaanjiweed carried out all vices in Darfur under his leadership. Similar to Jaanjiweed activities, the Dotkubeny or Gelweng of South Sudan share some common characteristics in term of mission and vision although the Jaanjiweed are Muslim who were fighting to defend the Islam from non Muslim and the rebels of Islamic religion while the Dotkubeny or Gelweng( literally mean in Dinka lets assist the president or protect the cattle) are the traditional army whose roles are to protect the country leadership under the interest of one tribe that groom themselves to form the monarchy despite many challenges that need to be change, the group behave inhuman, merciless and immoral which had led to their accomplishment of the mission that they were trained for during the coup attempted as alleged by the government in mid December last year when they massacred thousands of Nuer in Juba, they were actively in killing the armless innocent civilians and some were rape, torture and forcefully to eat the human pork for the reason to wipe out the Nuer in the country and any others people who might talked about the changes in the management of the nation’s affairs, the atrocities committed by Dotkubeny and Gelweng mounted to indictment in the court of Hague by the  ICC  for that matter the group entire leadership and some of the personalities who requested and trained  them illegally to take part in any  political process to intimidate the critics of the country leadership should bear the accountability

Finally, the ICC should not wait to issue the arrest warrant for the group or individuals who participated in Human Rights violations such that the victims would be relieve from their traumas that were created to them during alleged coup D’état last year because thy roles in December incident last is similar to what had been committed in Darfur by the Jaanjiweed of Sudan.

More than 25 die in Wednesday Geida fight

By Yoal Manyang

(JUBA)  The South Sudan army (SPLA) and government has put Wednesday death toll of military clashes that erupted inside the main barracks in the capital, Juba at five, although there are reports that at least 30 soldiers were killed from both sides. Heavy gunfire was heard about 9am coming from the Geida military barracks south of Juba, the seat of the presidential brigade known as Tiger, sparking panic across the city.

SPLA information and communication director Brig. Gen. Malaak Ayuen described the eruption of gunfire Wednesday morning as “limited”, saying the incident broke out over a salary payment dispute and involved only a few individuals.

“So, what happened is soldiers were actually coming to inquire when they’re going to receive their salaries and they were told: ‘Wait, there is a system set up for every unit to receive’. I think during the discussion there was a misunderstanding between the soldiers themselves and this led to limited shooting among themselves. So, the shooting actually was in a very limited area even within the barracks. According to our sources, we know very well about five comrades, actually martyrs [were killed] and about two or three injured. That’s what happened today” Ayuen said.

 “What happened this morning was a very limited shooting, by a limited number of some few commandos in a very limited area,” Ayuen told a press conference in Juba on Wednesday.

Ayuen has confirmed that four officers have been arrested in connection to the incident.

The incident disrupted daily activities, with shops closed and public transport partially disrupted as major roads were blocked by the army on Wednessday.

The Information Minister, Michael Makuei Lueth, urged people to remain calm, saying the situation is under control.

“What happened in the Army General Headquarters is nothing but a normal thing that happens in any military area and any military garrison. It is something to do with their administration and something to do with their pay. It has nothing to do with all that people have in mind. So, all this is in order to inform the public. That was a mere military situation that created itself there and then within the army and it has nothing to do with the rebellion and it has nothing to do with the military coup or whatever. But we are to assure our people that there is nothing, people should not panic and everybody should resume his or her normal duties as usual because there is nothing”, Makuei said.

Gunfire could be heard overnight from the direction of Juba international airport, although the situation in Juba remains calm.

A resident in the Munuki area, which borders the airport’s Thongpiny area, new side experience soldiers exchanged fire at the residential area in the night of Wednesday with gunfire continuing for at least 20 minutes before coming to an end after a large explosion.

Sporadic gunshots could also be heard in the Geida area, although residents said this may have been bullets exploding from a military store that is still burning after reportedly being hit by a rocket propelled grenade earlier in the day.

Meanwhile First Lt. Gen. Andrew Kuol Nyoun Deputy Inspector of Police said that the situation is under control and calling on the public not to panic.

“I appeal to general public that please stay in your houses as usual, stay in your houses without fear, don’t panic because this thing as been contain” said Nyoun.

He added that those who when on the rampant have been apprehended and arrested and the situation is very normal and added that organize forces will be in full control of the city.

By Yoal Manyang

(Juba) The directorate of Wildlife in the ministry of interior and wildlife conservation has warn the people practicing the poachers that anyone found shooting at the animals will be arrested and charge according to the wildlife laws and if refuse to respect the order will be shot. The wildlife has arrested two poachers in Juba carrying a bush meat to the market, the wildlife forces confiscated the bush meat and the car used to transport the meat to the market and take the poachers to the court and charged according to the laws.

According to the wildlife directorate about 50 animals are kills every day in South Sudan by poachers and that reduce the number of wildlife animals in the country.

Maj. Gen. Majock Deng Mabok Deputy Director General of Anti-poaching and laws enforcing in the Ministry of interior and wildlife conservation said that “I have deploy my forces who are bring all this things and they are patrolling the areas and if they get anybody shooting at the animals will be ask to put down the arms, and if he refuse to put down the arms he will be shot to death”

“Anybody carrying bush meat by car, motorcycle or by any others mean, that car will be confiscated and will be taken as wildlife property, because we are protecting the wildlife for the national government and not for me and the poachers will be taken to court and answer for their case” said Mabok.

Deputy Director added that we are not responsible for fishes and we will take the fishes to the ministry of agriculture.

In Another hand John Moye Benas from Wildlife Conservation Society said that “we have initiated media department to raise awareness and we go deep to the grassroots, with Army, Police and with wildlife forces themselves and we did this in greater Bor, Juba and Torit”

“the burning of the bush meat is the ministry, it is the gesture to show that the bush meat we are talking about has reach the crisis point and to refrain from that the ministry has decided to put the bush meat  beyond use” said John.

One of the poacher call Angelo said that” am just trader, I did not kill the animals, I just buy them from soldiers and bring them to Juba for sale, I was trading in fishing and I was told by some people that this business is running very fast that why I went and buy them, and I was caught on the roads. And from today when I finish this case I will just go back to my fishing business, after I understand that government ban them”

Meanwhile Emmanuel Ladu Zachariah Researcher with the Wildlife said that “that is the time where we could operate in research and management activities where we suppose to know the number of animals in the country so that it could be incorporate in the archive and this will reduce the research activities that we supposed to be done. There is lot of killing in different specific areas and last week we have also brought more than 150 animals kills by the poachers and such activities need to be carryout thoroughly to reduce the poaching activities and There are another groups found in the area of Bilnyang Mountain they are doing a lot of poaching and we are working hard to deal with them”

The wildlife has deployed more forces in bush to monitor the illegal killing of the wildlife resources in the country.

The directorate has raise the lack of enough budget to the weakness in reducing the rate of poaching in the country and they also blame the judges and police in delaying the poaching case and giving light sentence to the accusers.

Juba City Council banned Shisha in public places

By Yoal Manyang

(Juba) The Juba City Council has issued an order banning the smoking of shisha tobacco in commercial and public places, the Council has collected last week thousands of Shisha in markets with in the city of Juba and destroy them.

Juba City mayor, Christopher Serafino Wani, said that the order not only applies for the smokers and traders of shisha, but its also goes to those who supplies to the country.

“The approach that we are using this time, is not only going after the people who are trading in it in terms of giving people the bottles to smoke, but also the suppliers who are the main source of where the tobacco is coming from. So we called all the traders, we explained to them the concerns of the Juba City Council.” Wani said.

His Worship Wani said that Juba City Council very was concerned for the long-term health effects, which are similar to those of cigarette smoking.

According to medical research, shisha tobacco contains cigarette tobacco, so like cigarettes it contains nicotine, tar, carbon monoxide and heavy metals, such as arsenic and lead.

Shisha smoking is a way of smoking tobacco, sometimes mixed with fruit or molasses sugar, through a bowl and hose or tube.

The tube ends in a mouthpiece from which the smoker inhales the smoke.

As a result, shisha smokers are at risk of the same kinds of diseases as cigarette smokers, such as heart disease, cancer, respiratory disease and problems during pregnancy.

The Shisha has been also banned in some parts of the northern state of the country include lakes, Unity and Northern Bahr El Ghazal, but the Shisha is still appearing in many part public places within the city of Juba and is not when the Shisha should be clear from the public places.
